Geoip update

Me and Samuel wrote geoip in 2004. Since then Samuel have provided patch to support the new API version. Because he had no more time to update geoip I decided to take the lead. I'm then hosting the new pom-ng patche which provide support for 2.6. I updated geoip, so now it's xtables compliant, and updated the howto.
